Southern Program Alliance
The Victorian Government’s circa $6.9 billion Level Crossing Removal project will see the removal of 50 of Melbourne’s most dangerous and congested level crossings by 2022, with at least 20 of these removed by 2018. The project has been divided into a number of packages across the city.
This package of works will includes eight level crossing removals along the Frankston Line. Level crossing are to be removed at:
– Charman/Park Road, Cheltenham;
– Balcombe Road, Mentone;
– Edithvale Road, Edithvale;
– Station Street/Bondi Road, Bonbeach;
– Station Street, Eel Race Road and Mascot Road, Carrum; and
– Seaford Road, Seaford.
In addition, new stations will be constructed at Bonbeach, Cheltenham, Mentone, Edithvale and Carrum, while the works in Carrum will include a new bridge to connect Station Street over the Patterson River, upgrades to Carrum Village, and the relocation of the Carrum train storage facility to a Kananook.
This will bring the total number of crossings removed on the Frankston Line to 11, with North Road, McKinnon Road and Centre Road level crossings already removed.
The Victorian Government called for Expressions of Interest (EOI) on 5 May 2017, which closed on 26 May 2017.
In July 2017 the Victorian Government announced two consortia had been shortlisted for the first package of works in Carrum and Seaford:
– CPB Contractors and Aurecon; and
– Lendlease, Acciona, Coleman Rail and WSP.
The works in Carrum and Seaford comprise four of the eight level crossing removals in the Southern Alliance Contract and will also include the new station and bridge at Carrum and the relocation of the Carrum train storage facility to Kananook.
Under the Program Alliance Model, if the successful tenderer satisfies the performance criteria on these works they will retain the contract to deliver the remainingworks in the Southern Program Alliance. The contract is expected to be awarded by December 2017.
Works are expected to begin in early to mid-2018, starting with the Seaford level crossing removal and the new bridge to connect Station Street over the Patterson River.
